The legislative amendments concerning residence permits on the basis of work will enter into force on 11 June 2025. In the future, a person working in Finland with a residence permit on the basis of work will have three or six months to find a new job if their employment relationship ends prematurely. The aim of the legislative amendment is to bind work-based residence permits more closely to employment and to improve the supervision of the permit.

The Finnish Startup Community (FSC) released its latest Startup Barometer for Q1/2025, revealing strong optimism around R&D growth, even as expectations for the broader economic outlook have become more cautious. According to the survey, FSC member companies invested an estimated €360 million in R&D in 2024, with projections showing a sharp rise to approximately €1.14 billion by 2028. Ensimmäisen ulkomaisen työntekijän palkkaaminen edistää välittömästi kokonaisviennin kasvua, jonka havaittiin jatkuvan jopa muutamia vuosia palkkauksen jälkeen. Lisäksi vientituotteiden määrä kasvoi yrityksissä. Maahanmuuttajataustaisten työntekijöiden määrä on kuitenkin edelleen Suomessa vaatimaton muihin länsimaihin verrattuna.

Kevään kehysriihen päätökset tukevat hallituksen taloustavoitteita, mutta heikko talouskehitys ja hyvinvointialueiden kasvavat kustannukset heikentävät julkisen talouden näkymiä. Lyhyellä aikavälillä tulisi välttää kokonaiskysyntää heikentäviä lisäsopeutuksia. Hyvinvointialueille olisi järkevää antaa lisäaikaa säästöjen toteuttamiseen.
