The Wellbeing Services County of Southwest Finland selects Digital Workforce and Atostek to implement major data transfer project
The Wellbeing Services County of Southwest Finland has chosen Digital Workforce and Atostek to execute a significant automation project for transferring legacy customer data to Kela's Kanta archive. The automated solution will extract data from 22 databases within the county's old ProConsona system, structure it to meet Kela's requirements, and transfer the processed data either to the Kanta archive or to the county's new systems. The project will be delivered as a SaaS solution provided through 2M-IT.
2M-IT Oy - whose end customers are the wellbeing services counties of Southwest Finland, Satakunta, Kanta-Häme and Ostrobothnia - acquired Digital Workforce and Atostek's Kanta transfer service as part of its own production in the spring of 2024. The service has been highly praised for offering an efficient solution that enables counties to complete their system upgrades, eliminating costs and workloads associated with legacy systems and their upkeep.
"According to the Ministry of Finance's estimates for all Finnish wellbeing services counties, the planned adjustment and efficiency measures are expected to deliver cumulative cost savings of approximately EUR 3.5 billion by 2026. An important part of achieving these targets is completing the transitions to new information systems. Our mission is to provide the counties with the most efficient and reliable services available to support this goal. The solution we developed in collaboration with Atostek exemplifies this commitment. So far, we have safely and accurately transferred nearly two million documents to Kela's Kanta archive," says Jussi Vasama, CEO of Digital Workforce.
"When selecting a supplier, our top priority was to ensure the successful delivery of this large-scale project with the highest possible quality and cost-effectiveness. Digital Workforce and Atostek have a proven track record in similar data transfer projects, which gives us confidence in the collaboration. The project is substantial, as the phased-out ProConsona system holds a vast number of documents, making automation essential to completing the data transfer within the desired timeframe," explains Jari Poromaa, Chief Information Officer at The Wellbeing Services County of Southwest Finland.
"Our close collaboration with Digital Workforce has been highly successful, and the response from 2M-IT's customers speaks to the demand for an expert Kanta transfer service. Our solution uses Robotic Process Automation (RPA) for data extraction, ensuring a fast, error-free, and system-independent implementation, while Atostek handles data conversion and transmission to Kela's Kanta archive through ERA transfer. The solution is highly flexible: it can extract data from any source system and supports both legacy data transfers to Kanta and the selective migration of specific data to new systems," says Miika Parvio, Business Director of Atostek's ERA services.

Digital Workforce valikoitui hankkeessa hyvinvointialueen sopimuskumppaniksi avoimen kilpailutuksen perusteella. Projekti toteutettiin yhteistyössä alihankkija Atostekin kanssa. Tiedonsiirtoprojekti kattoi hyvinvointialueen terveydenhuollon Pegasos
Kanta Transfer Success: The Wellbeing Services County of Central Uusimaa Retires Legacy Systems, Saving Nearly €1M Annually4.7.2025 08:00:00 EEST | Press release
The Wellbeing Services County of Central Uusimaa procured a centralized client and patient information system in 2020 to replace the various legacy systems previously used across its organization. However, the introduction of the new system did not lead to the immediate retirement of the old ones — legacy systems had to remain operational until all data stored in them had been successfully transferred to the national Kanta services or the county’s own archives. Maintaining multiple systems in parallel resulted in significant costs and additional administrative burden for the county. To retire the legacy systems as quickly as possible, the Wellbeing Services County launched an archiving project in spring 2024, supported by an automation-driven solution. Digital Workforce was selected as the implementation partner through an open tendering process, and the project was delivered in collaboration with subcontractor Atostek. The data transfer project covered the county’s Pegasos- and Mukana
