Digihumaus report 2025: an uncertain world needs reliable digital infrastructure
Today, the Digital and Population Data Services Agency (DVV) has published the Digihumaus report, which emphasises how digitalisation can support society in an increasingly complex and uncertain environment. The report is an analysis of how digital infrastructure can serve as a pillar of stability – and what risks the interdependence of systems entails.

“We live in a deeply interdependent world where problems are increasingly multidimensional. It is impossible to predict the future, but sustainable digital solutions can help us face uncertainty. Digital infrastructure has an essential impact on the functioning of society,” says Janne Viskari, Director General of the Digital and Population Data Services Agency.
Digital infrastructure is part of the foundation of society
The global situation also affects the functioning of digital services. Therefore, the maintenance of the digital infrastructure requires the same continuous care as the physical infrastructure. Roads and bridges require maintenance, and so do information systems and information flows.
“The significance of reliable and real-time information is emphasised in this day and age, but at the same time, the era of open data has ended. The role of technology in geopolitics is becoming even more pronounced. We must ensure that digital services remain operational also in times of crisis,” Viskari continues.
Interdependence introduces both benefits and challenges
The Digihumaus report discusses how the interdependence of systems should be assessed from the viewpoints of benefits, disadvantages and manageability.
“Identifying the suitable levels of interdependence and the appropriate dimensions of solutions is not easy in a complex world. We need a more detailed assessment of what is appropriate,” reminds Viskari.
The Digihumaus report examines digitalisation from the perspectives of systemicity and complexity. Digital infrastructure is a national resource that requires joint interpretation and long-term development.

What Digihumaus report?
The Digihumaus report is published annually by the Digital and Population Data Services Agency. It presents development proposals that could be used to respond to the societal challenges of the near future by making better use of existing and new technologies and by developing administrative practices. The information base of the 2025 report was compiled by analysing reports from different research institutes and by involving the personnel and stakeholders of the Digital and Population Data Services Agency.
